To put a disposal bin on a City of Toronto street or public laneway, you need a Street Occupation Permit. The City specifically lists “Disposal Bin” as equipment requiring this permit.
Start by calling 311. If calling from outside Toronto, call 416-392-2489. Tell them:
“I need a Street Occupation Permit to place a disposal bin on the roadway at [address]. Which Transportation Services district office handles the permit?”
The basic process is:
- Apply for the Street Occupation Permit through Transportation Services.
- Provide the exact address, bin dimensions, proposed location, and dates the bin will be there.
- The City requires drawings/traffic-management information showing the proposed occupied area; depending on the street, additional traffic-control requirements can apply.
- A RoDARS notification/application is also required when occupying the City’s public right-of-way.
- Get the permit before East-West drops the bin on the roadway.
For 2026, the City’s listed permit fee for equipment/materials including a disposal bin is $73.89 + HST per day when the location is not in a Construction Hub. In a Construction Hub, it’s $92.35 + HST per day. Additional lane-closure charges can apply.

If you give me the Toronto address where you want to put the bin, I can check which district office/number handles that location and what you’ll need on the drawing.
